Union Government War Cabinet – 1917 & 2013

Prime Minister Sir Robert Borden with his Union Government War Cabinet on the south east corner of Parliament Hill. Because of the American flags it’s likely ca. 1917, post the US entry into World War I. Probably connected to a War Bond drive ceremony (Victory Loan Campaign).
